Is the "Retirement Levy" really the best way to go?

News has broken today of the Governments new idea to deal with the social care crisis in the UK.

The proposed new "Retirement Levy" would see retirees making a one off payment into a "national care fund" which would go towards any residential care they may need in the future. For the majority of "baby boomers" this would mean being faced with either downsizing their homes, applying for equity release, or "borrowing" the money until their death when the amount would be re-payable from their estate, seemingly whether care has been required or not. 

Should we really be putting sole responsibility for our aging population on the shoulders of the over 65's?? Or should we all accept that it is all of our  responsibility to ensure that those who need it get support and care, regardless of their age, financial status or condition?

All I know is that there isn't an answer to please everyone, but residential care isn't free. Someone will need to pay for it.
